Total Cost spent on the article $=4800+1200=6000$ Rs
Selling price of the article $=5820$ Rs
Loss on the article $=6000-5820=180$ Rs
$\therefore$ Loss $\%=\frac{Loss}{CostPrice}\times 100=\frac{180}{6000}\times 100=3\%$
