HCl is a strong acid and acetic acid is a weak acid.
Therefore HCl dissociates completely where as acetic acid is a weak acid it does not dissociate completely.
The emf of a cell depends on the concentrations of ion and on gas pressures.
Hence concentration is different, pH will be different
