When an element is capable to gain an electron, then it has oxidizing properties.

Reducing property:

When an element is capable to lose an electron, then it has reducing properties.

As the given element has electronic configuration 2,8,8,1 , it prefers to lose its valence electron to get stable completely filled valence shell.

Hence, the element X has reducing properties.
