When you accelerate barometer upward the pressure inside the liquid increases but this increment is transmitted all over the liquid according to the pascal's law, so change in pressure between two points in liquid is constant.
When the elevator is going upwards with acceleration a, then the net acceleration will be the sum of (a and g) i.e., a+g

h = Poρ(g+a)
