An obliquely incident light ray bends at the surface due to change in speed, when passing from one medium to other. The ray does not bend when it is incident normally. Will the ray have different speed in other medium?

The refraction of light (or change in the direction of path of light in other medium) occurs because light travels with different speeds in different media. When a ray of light passes from one medium to another, its direction (except for ∠i = 0°) changes because of change in its speed. But the ray have different speed in other medium because when the medium changes the speed of light also changes.
