How did Maxwell get the otter ?

During the journey to Basra, the author Maxwell expressed his desire to domesticate an otter because after he had lost his pet dog, life had become lonely for him. His friend suggested that he should get one from the Tigris marshes in Iraq, where otters were as common as mosquitoes. After a few days he got an otter brought to him in a sack as a gift from his friend.
