a) Can a body have a constant velociy and still have varying speed?
b) When does a cyclist appear to be stationary with respect to another moving cyclist?

a) no , a body can have constant speed and varying velocity but the converse is not possible
b) the cyclist appears to be stationary when the relative velocity of the cyclist wrt other cyclist is zero ie when both of their velocities are equal
c) rest and motion are relative .when the relative velocities of a body wrt another is zero it is said to be at rest wrt other one but when the relative velocity is not zero ,the body is in motion wrt other one
