Sponges, though multicellular, are different from other metazoans, because they have no nervous system and therefore there is no coordination between cells. The cells do not show tissue level organization and function quite independently viz., obtaining food, water and other essential substances and throwing unwanted substances out of each cell through the pores on their outer walls.
Protozoans are single-celled organisms and therefore there is no coordination required.
Annelids like earthworms, have a segmented body and each segment has cells specialized for control and coordination.
Cnidarians like hydra also do not have a brain but do have integrative areas of neural tissue that could be considered some form of centralization.
