due to resonance.

C6H5NHCH3 is a secondary amine
having C6H5 on one side & CH3
on another side CH3 is an
electron donating group & increases
the basicity.

C6H5CH2NH2 is a primary amine
& not directly attached to aromatic
ring. Thus it has done pair of
electrons on N available for
donation.
