The dipole moment of nitroethane is the highest in the nitro group, nitrogen atom is positively charged and oxygen atom is negatively charged. In other three compounds, the hetero atom carries partial charges.
In ethyl amine, the charge on nitrogen is lower in magnitude than the charge on fluorine in fluoro ethane. In propionitrile, the triple bond between C and N significantly contributes to dipole moment of the molecule.
Hence, the decreasing order of the dipole moment is I>IV>III>II.
