NH4OH<Al(OH)3<Ca(OH)2<NaOH

The degree of ionisation is explained on the basis of the ability of the compounds to dissociate into their ions. In basic hydroxides, these ions are Mx+ and x(OH). We know that the strength of basicity is defined as the ability to liberate OH ions.

NH4OH is a weak base followed by Al(OH)3 which is an amphoteric oxide (which has both acidic and basic nature). Ca(OH)2, an alkaline earth metal hydroxide which is less basic than NaOH (alkali metal hydroxide)
