The correct option is D $Q_{1} < Q_{2}$
$\frac{C_{2}}{C_{1}} = ϵ_{r}$
In parallel, potential across each capacitor is same.
$∴ \frac{Q_{2}}{Q_{1}} = \frac{C_{2} V}{C_{1} V} \Rightarrow \frac{Q_{2}}{Q_{1}} = ϵ_{r}$
Since for an insulator $ϵ_{r} > 1$
$∴ Q_{2} > Q_{1}$ .
