Repulsion is the sure test for magnetism because it occurs only when two like poles of a magnet exist while the attraction can occur between two unlike poles of magnets and also between a magnet and a magnetic material.
It means if there are two magnets they will attract each other and suppose if one material is a magnet and the other is iron then they will also attract each other so in that case, we cannot decide which is a magnet.
