Lord Cornwallis introduced the concept of civil services in India. From 1853 onwards, civil service examinations were conducted to fill positions in the British East India Company. Most of the superior posts were given to the British, as they questioned the competency of an Indian workforce. Lord Cornwallis also claimed that “All the natives of Hindustan are corrupt.” Thus, Indians were given only lower grade jobs.
