Assertion is correct. The three wires are - Power, Neutral and Earth. Earth wire provides protection from accidental charge leakages from appliances and prevents hazards. A bulb on the other hand is a low current device and needs only two wires - positive and negative. It does not need an earth. Three pin connections do not reduce heating of cables. It is not the purpose of providing 3 pin connections.
