Ethyl alcohol is a liquid at room temperature because of formation of inter-molecular hydrogen bonds.
Ethane, however, is completely non polar. It only makes London Dispersion forces with other ethane molecules. These are not very strong. So ethane molecules can move freely, thus remaining as a gas at Room Temperature.
