H2SO4 is a strong oxidising agent. This is because H2SO4 is a strong acid so it reacts with a weak amphoteric base water and gives H3O+ ions in dilute selections. But in concentrated solution very water so it proceeds in the way to form H2O. It gets concerted to H2SO3 which as is not stable, so is further dissolved to H2O+SO3, thus will fulfill its desire. So, Sulfuric acid in concentrated form gives nascent oxygen & forms H2SO3.This nascent oxygen acts as oxidising agent.
H2SO4[O]+H2SO3H2SO3SO3+H2O.
