Halogens are moderately deactivating. Because of their strong-I effect, overall electron density on benzene ring decreases. Due to resonance, the electron density on 0- and p- positions is greater than that at the meta position hence, they are 0- and p- directing groups.
Thus both Assertion and Reason are correct but the Reason is not the correct explanation of the Assertion.
