The correct option is C Assertion is correct but Reason is incorrect.
Vinyl halide is a chemical compound in which the halogen group is attached to one of the carbons present in the alkene group. The carbon atom to which the halogen group is attached will be having sp2 hybridisation. Due to the presence of double bonds it can undergo delocalization. It will be having resonance structure and hence, the vinyl halide is less reactive. Therefore, it will be difficult to carry out the SN1 reaction.
Hence the Assertion is correct but the reason is wrong.
So, the correct answer is "Option C
