Magnetic force is given by F=i(l×B) for a current carrying conductor and for a moving charge F=q(v×B).
Electric force is given by F=qE
but for negative charge F=qE, hence in this case force will not be along the direction of electric field rather it would be along opposite to the direction of electric field.
Thus, it is clear that assertion is correct but reason is incorrect.
