Mitochondria is the powerhouse of cells which are involved in production of energy currency that is ATP. All cells require energy to live and therefore mitochondria are found in all living cells whether plants or animals. Since, mitochondria are found in both plants and animals.
The number of mitochondria in a cell is dependent on how much energy that cell requires. For example, a muscle cell which are involved in locomotion or lifting weights will require more energy and more ATP than a skin cell. Therefore number of mitochondria in muscle cells will be higher as compared to that in skin cells. If the requirement of energy is more in the cell, number of mitochondria will be more. And therefore function of cell determines the number of mitochondria present. Hence, statement 2 is wrong.
