Eukaryotic newly transcribed mRNAs are first processed and then transported from nucleus to cytoplasm where they can be translated. This slows down the overall speed of protein synthesis in eukaryotes. Assertion is correct. Bacterial transcription and translation are tightly coupled. There is simultaneous synthesis of mRNAs in 5' to 3' direction and translation at its 5' end by ribosomes before completion of transcription. Presence of polysomes also speeds up the process.
Thus, the rate of protein synthesis is much faster in prokaryotes. Reason is correct. But it is not explanation of slower rates of protein synthesis in eukaryotes.
