Lets take an example of an element Ca:
Electronic configuration of Ca (20 electrons) is 1s22s22p63s23p64s2.
Due to having 2 electrons in outermost shell, it is clear that it belongs to second group elements and it is alkaline earth metal.
As this is metal and having 2 electrons in its outermost shell, it can donate 2 electrons and can form ionic compound like CaCl2.
Hence, both assertion and reason are correct and reason is the correct explanation of assertion.
