There are two NH2 group in semicarbazide. However, only one is involved in the formation of semicarbazone since one NH2 group adjacent to carbonyl carbon is involved in resonance, hence it's electron density decreases and it cannot act as a nucleophile.
Hence, the only NH2 group away from the carbonyl carbon acts as a nucleophile.
