The correct option is A If both Assertion and Reason are true and the Reason is correct explanation of the Assertion.
At first the axis moves towards the center of mass, distance of axis from COM will decreases, so the moment of inertia will decrease as MIdistance from COM.
After the axis crosses the COM to the other side of it, the distance between the axis and the COM will start to increase again, so Moment of inertia will start to increase.
So, both Assertion and Reason are true and the Reason is correct explanation of the Assertion.
