Government of India Act of 1919 was passed on the basis of recommendations of Montford Reforms. It introduced provincial government dyarchy. Subjects were divided into two lists: reserved and transferred subjects. The Indian Council was to be made of not less than 8 and not more than 12 members. Also the number of Indians on the council was increased from two to three. For the first time, bicameral legislature was introduced. It made an important change that from then onward Secretary of State was to be paid from the British exchequer.
