The outer membrane of mitochondria protein-to-phospholipid ratio in 1:1 ratio and contains integral membrane proteins called porins. Whereas the inner membrane protein-to-phospholipid ratio of 3:1 and contains unusual phospholipid, cardiolipin. Outer membrane imports proproteins and inner membrane also imports proteins but involved in ATP synthesis which outer membrane does not perform.
