Can we say that the region between promoter and Terminator is called structural Gene ?

Dear student,
Structural gene is defined on the basis of its function. It is defined as the gene which is involved in the formation of proteins, RNA or enzymes which do not perform regulatory functions.
There are other genes which are located between promoter and terminator but they are not called structural gene because it is defined on the basis of its function and not its location.
