Yes, Hooke's law can be expressed in terms of stress and strain in a body. Stress is the net reaistance to the force applied on the body(It is equal in magnitude to the applied force) and Strain is the net deformation experienced by the body when a stress is applied on it. And the relation holds as Strain is directly proportional to stress. As more stress on the body causes more strain in the body and vice versa.
