Carbon has 2 non-bonded electron. The carbon should be either sp2 or sp hybridised .
In either case these are two non-bonding orbitals which are an sp2 and a p orbital in formal case. Ace to hund rule multiplicity rule the two e should occupy the two available orbital having 2 opposite parallel spins.
