Switch is a device which either breaks or completes the circuit. When the switch is in ON condition, the electric current passes through the bulb and makes it glow. On the contrary, when the switch is in OFF condition, it breaks the circuit. Therefore the electric current does not flow through the circuit and hence bulb does not glow in this condition.
