As magnetic force does not do any work, thus magnetic field can't change the speed of the particle.
Also the electric field accelerates or retards the motion of charged particle, thus only electric field is responsible for the change of speed of the particle.
According to Maxwell, time varying magnetic field will induce some electric field.
Now for A: to increase the speed of charged particle, Electric field must be present
For B: as v=0,Fm=0, thus only Electric field must be present
For C: there should be only magnetic field and electric field must be absent.
For D: constant magnetic field cannot accelerate the moving charged particle, thus only Options 1 and 3 are correct.
