CCl4 is a covalent compound formed by the sharing of electrons. It is insoluble in water because CCl4 is a nonpolar compound whereas water is polar. We know that like dissolves like hence it is insoluble.

CCl4 does not contain ions that can conduct electricity hence, it is a bad conductor of electricity. NaCl is an ionic compound. It has high solubility in water as both are polar. In the solid-state, it does not conduct electricity but conducts electricity in the fused or aqueous state.
