Article 310 ensures that all persons who are members of the Defense Services or of the Civil Services of the Union or of All India Services hold office during the pleasure of the President. Similarly members of the State Services hold office during the pleasure of the Governor. To hold office during the pleasure of the President or the Governor” does not, however, mean that a member of the public service can be dismissed arbitrarily by the President or the Governor. There are certain constitutional safeguards against such an action. These are embodied in Article 311 in the following manner:
* No member of a Civil Service of the Union or an All India Service or a State Civil Service can be dismissed or removed by an authority subordinate to that by which he was appointed.
* No such member shall be dismissed or removed or reduced in rank until he has been given a reasonable opportunity of showing cause against the action proposed to be taken in regard to him
