The correct option is D In the second/fourth quadrants.
The seat is experiencing a centripetal force and a force due to gravity when it passed through point $A$ . Centripetal force tends it to move in second quadrant and gravitational force tends it to move in fourth quadrant.
Hence, the orientation of normal to the seat is in the second/fourth quadrant.
