Construct a line segment of length 10cm. From one end, draw a circle of radius 4cm and draw a circle of radius 5cm from the other end. Now, draw tangents to both circles from the centre of the other circle.
Note: The tangents can be obtained by joining the points where the middle circle cuts the other circle to A and B respectively
1. With AB as diameter, draw a circle touching both A and B.
2. Let this circle intersect the circle with centre B at points P and Q.
3. Let this circle also intersect the circle with centre A at points R and S.
4. Join AP and AQ which will be the tangents to the circle with centre B.
5. Simlarly, join BR and BS which will be the tangents to the circle with centre A.
