$\Rightarrow$ Open compass $4.5$ cm and mark curve at point $C$.

$\Rightarrow$ And open compass $6$ cm and mark curve at point $B$

$\Rightarrow$ These both curve cut at point $A$.

$\Rightarrow$ Join $A$ to $B$ and $A$ to $C$.

$\Rightarrow$ Mark an other curve $5$ cm from point $C$

$\Rightarrow$ And $A$ curve $4$ cm draw from point $A$.

$\Rightarrow$ These both curve cut each other at point $D$.

$\Rightarrow$ Join $D$ to $A$ and $D$ to $C$

$\Rightarrow$ Hence, $ABCD$ is the required quadrilateral.
