Draw AB=4.6 cm

Using a protractor, draw a line from A making ${90}^{\circ }$ with the line segment AB.

Using a protractor, draw a line from B making ${70}^{\circ }$ with the line segment BA.

Set the campus to the radius 3 cm and make an arc from the point B on the ${70}^{\circ }$ line. Making the point as C where the arc intersects the line.

Using the protactor, draw a line from the point C making ${120}^{\circ }$ with the line segmnt CB.

ABCD is the required quadrilateral.
