$AE=EC=\frac{7.6}{2}=3.8$

Steps of construction:

1. Draw $AD=6.4$ cm.

2. With $A$ as center and $3.4$ cm as radius draw an arc.

3. With $D$ as center and $3.8$ cm as radius draw another arc to intersect the $E$.

4. Join $AE$ and produce to $C$ such that $EC=3.4$ cm.

5. Join $DE$ and produces to $B$ such that $EB=3.8$ cm.

6. Join $AB,BC$ and $DC$.
