Step 1: Draw the line segment AB with given measure
Step 2: With a radius, more than half of the length of AB cut arcs above and below the line segment AB, taking A and B as centers respectively
Step 3: Call the points where the arcs cut as C and D.
Step 4: CD is the required perpendicular bisector.
