$2.$ Take $A$ as center and draw a ray makes an angle of ${45}^o$

$3.$ Draw an arc on the ray with radius $AD=5cm$

$4.$ Take $B$ as center with radius $3.5cm$ and draw an arc.

$5.$ Take $D$ as center with radius $4cm$ and draw an arc, which meets previous arc at point $C.$

$6.$ Join $CD$ and $BC$.

Hence, $ABCD$ is required quadrilateral.
