Does salt dissolve in cold water?

In cold water the water molecules are very close to each other, therefore making space for salt molecules takes time whereas in hot water, the molecules of water move apart and the salt molecules also break down easily and quickly and thus water molecules move more quickly to surround the sugar molecules until the salt is completely dissolved.
