Steps of construction

Take a point $O$ and draw circle with radius $3cm$

Take point $P$ at a distance of $8cm$ from the circle.

Join $OP$ and bisect it. Let $M$ be its mid-point

With $M$ as centre and $MP$ as radius , draw a circle to intersect the circle at $Q$ and $R$.

Join $PQ$ & $PR$ . then $PQ$ and $PR$ are required tangents.
