It is a concerted one-step process.
Halide ion is eliminated from $α$ carbon.
Hydrogen ion is eliminated from $β$ carbon.
The base abstracts the hydrogen, the $e^{-}$ pair is shifted to adjacent carbon forming a double bond and chloride ion is eliminated.
