Anode acts as positive electrode and cathode acts as negative electrode
What happens now is Cl ion has a negative charge, so to become chlorine gas it has to loose electrons and this can happen during oxidation only. Therefore oxidation occurs on the surface of the anode. The reactions can be given as follows.
