The correct option is C 12
Aligning both the numbers according to Place value (from the right) :

For adding these two numbers we need to add the like terms of the digits together i.e. digits at ones place will be added together.
At ones place, 9+3=12 ones
12 Ones = 10 ones + 2 ones.

10 ones = 1 tens
Thus , we carry 1 tens to tens place. 1+0+0=1


So,Adding both,we get 12 as the answer.

Also , looking at the number line, we get 12 .
