The expression $16 \div 4 \times 3 + 7$ contains division, multiplication and addition.

According to PEMDAS, multiplication is followed by division which is followed by addition.

But we know that multiplication and division are at the same level.
So we move from left to right.

$\Rightarrow 16 \div 4 \times 3 + 7 = 4 \times 3 + 7$
Let's perform the multiplication operation.
$= 4 \times 3 + 7 = 12 + 7$
The final expression becomes $12 + 7$

$\Rightarrow 12 + 7 = 19$
