Evaporation is a surface phenomenon. When the liquid starts boiling, the molecules of the liquid which are present at the upper level have maximum kinetic energy. Because of that they overcome the inter molecular forces of attraction and evaporation starts. As, the faster-moving molecule having maximum kinetic energy escapes, the temperature of the liquid decreases and liquid starts cooling.
