The correct option is A 4.08%
The oxidation state of oxygen is -2.
Let the fraction of M3+ be x.
Then fraction of M2+ will be (0.98−x).
Now for the compound to be neutral,

3x+2(0.98−x) = 2
3x+1.96−2x =2
x = 2−1.96x
x = 0.04
So, the fraction of M3+ will be 4%.
