Solution:
After the American war of Independence, England acknowledged the independence of its 13 colonies.
These 13 colonies formed an alliance which later took the form of a Federal government.
The decision making power was shared between the federal government and the thirteen colonies with the help of a legislative body called colonies.
This legislative body consisted of two parts - Senate and the House of representatives.
Each of these thirteen colonies were given an equal number of representation in the Senate.
